Best, inexpensive & easiest music creation software for pc - windows 7

We're looking for the best and easiest and least expensive music creation software for windows 7 on our pc. We only record our own instruments, so we won't need many loops, but a few might be cool. Anyone have any suggestions? Looking to spend under $50.

Don't think there's much out there for that price...apart from GarageBand,which is Mac only I think...so that's no use
